Youm7 says the city lies west of Alexandria, in El Amreya, and was first set aside to move foundry workshops out of the residential areas, to protect the environment. The project stalled from 2008, because the workshops built there did not meet the requirements of the foundry industry.
In January 2018 President Abdel Fattah El-Sisi opened the city. The Merghem 1 plastics complex opened in 2018 on 25 feddans with 240 industrial units, then the Merghem 2 complex in 2019 on 20.5 feddans with 204 industrial units. Youm7 describes the city as having become the largest centre of the plastics industry in Egypt in under 10 years.
In July 2026 Youm7 wrote that the Merghem 3 complex is being built as an extension of Merghem 1 and 2, on 42.5 feddans, with 190 industrial units in 16 sheds, at a total cost of up to EGP 2.7 billion.
