About

On the Alexandria desert road

From the town of El Amreya and Zawyet Abdel Qader to Merghem and El Nahda: meet El Amreya I District, its shiakhas, its history and its priorities.

The district in brief

El Amreya I District is the first El Amreya police qism, seated in the town of El Amreya on the Cairo to Alexandria desert road, west of the city. Its eastern edge is the Haris main drain up to Abu El Kheir bridge at km 17 of the desert road; to the south it runs along the Nubariya and Mariout canals to Beheira governorate; El Amreya II District lies to the west, as the district’s document, published by Alexandria Governorate, sets it.

The district is one qism of seven shiakhas: Amreya East and Amreya West, which make up the town of El Amreya; Zawyet Abdel Qader; Merghem, home of the Merghem industrial city; El Nahda I and El Nahda II with their villages; and Karir.1

The district headquarters and its technology citizen service centre take residents’ requests; call the district on 03 4574449 to confirm the address before you visit. The headquarters also hosts the Governor of Alexandria’s public meetings for the western sector.

Our vision

Administrative sections

One qism, the first El Amreya police qism, of seven shiakhas.

Its seven shiakhas: Amreya East, Amreya West, Zawyet Abdel Qader, Merghem, El Nahda I, El Nahda II, Karir1

    Population, estimate for 20172
    476,271

Population figures are CAPMAS’s estimates, per qism, and are not added into one total.

The first page of the district’s document (January 2016) lists seven shiakhas; the table on its third page adds two on the coast between km 19.5 and km 25: El Zeraa El Bahary (written «الزراع البحرى») and El Agamy Qibli (Umm Zeghio). The governorate’s newer documents give both to El Agamy District: its limits as published from 2018 to 2026 run along the coast from El Max garden to km 34.200 and make the Taamir axis its line with El Amreya, its 2018 service sectors booklet counts their people as its own, and the governorate’s news of February 2026 places Kilo 21 «within El Agamy District». So this site lists seven shiakhas, and places in the two belong to El Agamy. Sources: Alexandria Governorate: El Agamy District, its map and limits (February 2026) (opens in a new tab); Alexandria Governorate: El Agamy District, administrative limits (May 2025) (opens in a new tab); El Agamy District: service sectors, 2018 (opens in a new tab); Alexandria Governorate: the El Amreya District page, news (February 2026) (opens in a new tab).

Karir is a shiakha in the district’s document, on the coast from the Abu Talat turning at km 25 to km 34.200, but CAPMAS’s maps place Sidi Kerir in Borg El Arab qism, and El Agamy’s newer limits run along the coast to km 34.200. So the site draws no outline for it and lists no places there until the maps agree. Sources: OCHA/HDX: Egypt’s administrative boundaries, from CAPMAS (2017) (opens in a new tab).

The population is CAPMAS’s estimate for El Amreya I qism as published, and its qism still counts the two shiakhas that are now El Agamy’s; the site neither adjusts the figure nor takes anything off it.

Our priorities

Four commitments that govern the district’s day-to-day decisions.

  1. Automated, understandable service

Residents should know the documents their service needs before they visit the technology centre, and find building-violation reconciliation files, licences and complaints handled in one place.

  2. Licensed building, protected land

Stopping unlicensed building in the villages of El Nahda, Abdel Qader and Merghem, and protecting farmland and state land from encroachment.

  3. Orderly streets, inspected markets

Clearing encroachments from El Gomhoureya Street, El Qism Street and the streets of El Amreya town, and inspecting shops, pharmacies and markets with the inspection bodies.

  4. An open door for residents

Receiving complaints and requests at the district headquarters, which hosts the governor’s and his deputy’s public meetings for the people of western Alexandria.
